Padang (ANTARA) - Social Office of Padang City revealed that the assistance to communities affected by Corona Virus Disease (COVID-19) could not be distributed, despite the Large-Scale Social Restrictions (PSBB) has implemented for a week due to changing policies related to data collection .

"Initially, Padang city was given a quota of 8,049 households multiplied by five people with a total of 40,245 and a nominal assistance of Rp600 thousand per month.

Then there was a reduction in the number of recipients from 40,245 households to 13,415 households.

Furthermore, the data collection format is requested to be updated with the name, address plus the residence identification number and cellular telephone number and place of birth.

On April 17, 2020, referring to a letter from the Ministry of Social Affairs regarding the allocation of recipients of cash social assistance with a quota for Padang of 28,594 households with a nominal assistance of Rp600 thousand given for three months.

According to him the recipient of the cash social assistance is prioritized for affected families registered in the Integrated Social Welfare Data and not the recipient of the Family Hope and Basic Needs Program.

Then the recipient of the social assistance based on the name and address on April 23, 2020 the data was uploaded to the Ministry of Social SIKS-NG website.

In fact, from the 24,615 families that were included as many as 18,096 were declared valid and 6,519 were invalid because NIK (family registration number) did not match with the Civil Registry data at the center.

Then at 09:00 PM on the same day the site encountered a problem and the upload of data on recipients of social assistance in Padang become zero, he said.

Finally, the uploaded data should be re-entered with the results of 18,096 valid family heads and 10,498 households not yet finalized by the Padang Social Office.

Then on April 28, 2020 the Ministry of Social Affairs released 26,659 families receiving cash assistance in Padang without finalizing the Padang Social Service.

However, the name and address of 26,659 cannot be accessed before the handover are signed and if it continues to be distributed it is feared that it does not match  with the data proposed from the beginning so it can makes new problems.

While for assistance from Padang City it is still waiting for finalization of data from the center and the province.

He said the Padang City Government had recorded 143,237 households and would be used if the central and provincial data were final.

Previously, the Governor of W Sumatra Irwan Prayitno asked the public to understand if there was a delay in the distribution of social assistance phase I for COVID-19 affected residents because it took time for the validity of recipient data.

According to the Governor, the assistance can not double. Those who have received PKH(the Family Hope Card Program). Can not getting another assistance from the province or district / city. Likewise those who have already received non-cash food assistance.
