Padang, (Antara Sumbar) - Director General of Land Procurement Ministry of Agriculture / National Land Agency (BPN) Arie Yurwin ensures Padang-Pekanbaru Toll Road by using new trajectory because it is considered more legally secure and can save budget for compensation.

"If using the old one, it is feared there will be overlap in the compensation that can have legal implications," he said in Padang, Tuesday.

He said that after attending the Socialization of Land Procurement Policy for Padang-Pekanbaru Toll Road in Padang.

The decision was different from West Sumatra Provincial Government's expectation delivered by Vice Governor Nasrul Abit the day before.

Vice Governor hopes that the toll road will still use the old truck and land acquisition issues will be assisted by local sub-district head and nagari head, so that road works can be faster.

Arie said the old truck has been evaluated at the center and it decided to use the new trace.

New trends, according to him, can be more effective and efficient in terms of budget for land compensation.

"The land acquisition budget is large, therefore the trace should be pursued as effectively as possible," he said.

The amount of compensation will later be set according to the appraisal value.

He said the construction of the new Padang-Pekanbaru toll road using a new trace will begin after the determination of location at the points to be traversed.

Currently, the West Sumatra Provincial Government is still awaiting the handover of trace and planning documents from the Director General of Highways Ministry of Public Works and Public Housing (PU PERA) RI.

All documents produced later will be submitted to the Governor for the following-up.

"After that the governor will set up a preparatory team at the site, public consultation will be held at the points to be traversed. The public consultation period is 60 days from the start of socialization," he said.

After the agreement and approval of all citizens, the Director General of Land Procurement will prepare the initial data.

The preliminary data will be the basis for governor to prepare the location determination.

After the location is determined, West Sumatra Regional Office of BPN will establish a land acquisition team, forming Task Force (Satgas) A and Satgas B and responsible for the procurement of land for Padang-Pekanbaru toll road.

Meanwhile, Vice Governor of West Sumatra Nasrul Abit explained the results of Socialization of Land Procurement Policy will be reported first to the governor. Especially related to the fate of previously opened roads in the old trace, but not put into new trends.

"The decision today, the trace is moved, for the roads that have been opened before, which are not included in the new trace it could be diverted the status of road into provincial or district roads," Nasrul explained.

Currently, Nasrul continued, West Sumatra Provincial Government is still waiting for a decision letter from Ministry of Public Works PERA about the removal of the trace. After it is accepted, the socialization phase is only started to people who are in the location points which pass through the Padang-Pekanbaru toll road, in accordance with the instructions on the new trace.

The 240 kilometers-long Padang-Pekanbaru toll road is planned to be built in three stages.

The first phase is Padang-Sicincin segment, the second is Pekanbaru-Bangkinang segment, and the latter connects the middle space between Sicincin-Bangkinang.

The initial target of the 27 kilometers-long of Padang-Sicincin road segment can be completed by 2019. However, due to issues of land acquisition and the transfer of traces, it is likely that the target will be delayed. (cha)
