Bukittinggi, (Antara Sumbar) - Government of Bukittinggi Municipality, West Sumatra proposed a new activity in the 2018 Regional Budget (APBD) draft which is not accommodated in the General Policy of Budget and Priority of Temporary Budget Ceiling (KUA and PPAS) ie market recovery.

The proposal was submitted by the local Mayor, M Ramlan Nurmatias in a plenary meeting held in Bukittinggi, on Tuesday.

According to him, market recovery is an urgent activity after the fire accident occurred at Ateh Market shops on October 30, 2017 and Aur Kuning Wholesale Market on November 17, 2017.

"Urgent, because both markets have a strategic function as the economic pulse in the region," he said.

There are several proposed activities concerning the market recovery, namely the construction of Ateh Market shopping center of Rp6.165 billion consisting of master plan, physical planning project (DED), environmental impact analysis, traffic impact analysis, construction management and management of cost.

Then the follow-up of the construction of the shelter of Ateh Market Shop traders amounted to Rp6.7 billion, Aur Kuring Market development of Rp2 billion and the implementation of construction management of Ateh Market shopping complex using the plural year of 2018 until 2020.

He explained that planning documents especially important DEDs are included in the 2018 APBD because market development requires the assistance of the state budget and provincial APBD.

"The planning document is the main consideration in obtaining development cost assistance from the relevant ministries, the preparation of which is in accordance with the results of building feasibility tests conducted by West Sumatra Public Works Service," he said.

In the plenary session, the local government and DPRD also agreed on RAPBD 2018 and motor vehicle levy charges.

In RAPBD 2018, it was agreed that regional revenues targeted Rp685.6 billion, regional expenditure of Rp799.1 billion more, while regional financing from the remaining budget calculation (silpa) in 2017 amounted to Rp75.2 billion and financing expenditure allocated Rp2 billion.

Speaker of the local parliament Beny Yusrial said the fire was indeed influential in the drafting of the 2018 RAPBD even the determination was delayed due to fire of Aur Market.

One faction in the DPRD, Fauzan Haviz from the National Mandate Party faction said the market development planning document does not include an urgent need because there has been no decision whether the market will be built or just repair.

"Because it will be different in budget planning for improvement activities by rebuilding," he added. (cha)
